What breaker can 14/2 NM-B Copper Cable go on?: Up to 15 A. NEC 240.4(D) limits 14 AWG copper to 15 A of overcurrent protection whatever the ampacity table says.
How far can I run it before voltage drop is a problem?: At 15 A on a 120 V single phase circuit, about 35 ft one way keeps the drop at 3 percent, the figure an informational note to NEC 210.19(A) suggests for branch circuits. Try other loads in the voltage drop calculator.
Can it be buried directly in the ground?: No, and not in underground conduit either: conduit below grade is a wet location, and NEC 334.12 keeps NM cable out of wet and damp locations. Use UF-B, or wet-rated conductors such as THWN-2 or XHHW-2 in conduit.
