What breaker can 12 AWG USE-2/RHH/RHW-2 Solid Copper Wire go on?: Up to 20 A. NEC 240.4(D) limits 12 AWG copper to 20 A of overcurrent protection whatever the ampacity table says.
How far can I run it before voltage drop is a problem?: At 20 A on a 120 V single phase circuit, about 45 ft one way keeps the drop at 3 percent, the figure an informational note to NEC 210.19(A) suggests for branch circuits. Try other loads in the voltage drop calculator.
